I agree with Mandy Hutton's comment that if the number of sample points is being reduced from 11 to 5, then the pass/fail criteria needs to be changed from 90% to 100%.
Proposal
If the reduction in the number of sample points is retained, then revise the pass/fail criteria to be 100% rather than 90%.
