Purpose:
Sections 6.3.2.1 and 6.3.2.2 currently give manufacturers and distributors two ways to earn credits under these sections, either by an energy reduction or by the conversion of energy inputs from non-renewable sources to renewable alternatives. Points are then awarded based on the percentage threshold in Table 6.1.
Each of the two options for achievement in these credits is preceded by the statement “Reduction shall be calculated from 1990 or later. Impact reduction shall be quantified as follows”, this statement infers that either option should be calculated utilizing a reduction from 1990 or later. This statement is correct when calculating an energy reduction (the first bulleted option). However, when calculating the second bullet, percentage of renewable resources that are utilized, calculations are typically based on the energy utilized in the performance period (the year being evaluated) and the percentage of that energy which is offset by renewable resources or that uses renewable resources to achieve the percent threshold.
The purpose of this ballot is to clarify that a reduction calculation from 1990 or later is only required for bullet one.
Background:
Joint Committee meetings with stakeholders for various interest categories developed this Standard and it was published in August of 2012. This revision ballot incorporates issue papers submitted to propose changes to Section 6.3.2.1 and 6.3.2.2.
