Enclosed for your review is the draft of Product Category Rule for Roof Coatings, issue 1, revision 1. Please review the ballot for this PCR and submit your vote by the ballot due date of October 13, 2016 via the online workspace (http://standards.nsf.org). 

Each PCR Committee member will vote affirmative, abstain, or negative with comment. Each negative vote must be justified in the comment section. Please include exactly why you oppose and what changes must be made in order for you to support the proposed draft. 

Purpose
The purpose of this ballot is to create a new Product Category Rule for roof coating products. 

Background
The PCR document was prepared by NSF International (the program operator) and the Roof Coatings Manufacturers Association (RCMA) Product Category Rules committee in accordance with ISO 14025. An open enrollment period was provided to seek out stakeholders interested in being part of the PCR creation. A multi-stakeholder group composed of roof coatings industry personnel, material manufacturers, sustainability consultants, government agency representatives, and other experts worked to create the PCR.

This PCR documents the goal and scope of LCAs for this product category in order to produce environmental product declarations according to ISO 14025 and ISO 21930.  The PCR includes all life cycle phases in order to obtain the raw materials, manufacture, transport, use, and disposal of liquid applied roof coating products for exterior applications.

Public Health Impact
The new Product Category Rule intends to have a positive impact on public health.
