While we have a debate meeting coming up Ralph wanted to open this ballot now. It will not close until a week after the debate meeting so you will have time to change your mind if you would like. You can come in and change your vote any time before the ballot closes. Opening it now will give us a sense of where people are leaning before the debate meeting.
The two features that would be in the 2-tiered standard are external displays and alarms. This means that the base level will not require an external display or alarm but the "upper" level (name TBD) will require both an external display and alarm.
This ballot will be held to the official consensus ruling to pass which is that at least 50% of the members must vote affirmative if that requirement is met then all of the affirmative and negative votes will be added together and at least 2/3rd of those total votes must be affirmative. In this case, "affirmative" is that you support a 2-tiered standard.
