My objection to this ballot has to do with the Task Group going beyond the scope of the Issue Paper.  In addition to addressing the original charter which was to add sensor requirements to Section 20 for Water Quality Testing Devices, this ballot is also proposing that new requirements be added to Section 19 for Automated Controllers. 

The issue paper, as presented, recommended that Section 20 for WQTD?s incorporate applicable requirements from Section 19 (Automated Controllers) which it does.  However, it also includes new Temperature requirements and test methods for Section 19. 

If temperature is a parameter that the WQTD group felt is important to add for WQTD?s, these requirements should be added to Section 20 and Annex N-11, NOT Section 19 and Annex N-10

If the issue proponent or Task Group feels there is a need to include additional requirements in Section 19 for Automated Controllers, a separate Issue Paper describing the reason for doing so should be submitted to NSF and a Task Group, which includes members with a focus on Automated Controllers should be formed.  It is not fair to manufacturers of one product category to have ballot language drafted by members of a Task Group for another product category without having the opportunity to participate in the discussions and drafting of the proposed language.  Since the topic was titled WQTD, it is not likely manufactures of Automated Controllers volunteered to participate in this Task Group.

Submitter Proposed Solution

Move the proposed Temperature parameters from Table 19.1 to Table 20.1

Move the proposed Normative Annex Section N-10.2.3.4 Temperature and N-10.2.5.1.4 Temperature to Normative Annex 11 which covers Water Quality Testing Devices.
