Can the manufacturer have facilities in the Tier 2 /watchlist countries and eliminate them for another reason from being Prioritized Facilities? (I.e., can they not identify all facilities in Tier 2/3 countries as prioritized facilities?(
Suggest that this point be clarified, and that information be included on whether justification is needed or it is manufacturer discretion to include or exclude facilities from being priortizied that are on the tier 2/3 lists.
