The manufacturer (or suppliers with persistent NCs) have to consult with third party NGOs and determine why these issues are persistent at the supplier level. Are they looking at whether this is a common problem in the region?
If they don't have persistent NCs, then the criterion does not require them to consult NGOs, is this the intention? Are they supposed to do something else?
