The requirement in 7.1.3 Part C clause C to base root cause assessment upon consultation with local stakeholders/NGOs. The local stakeholders/NGOs might not be easily accessible/available in some areas, e.g. China. It could prolong the time to address the nonconformances due to the lack of accessibility to the right stakeholders.

Suggest to allow manufacturers demonstrating their best efforts to engage with the organizations/NGOs/labor experts for the consultation even though it could not access/engage with the right stakeholders group.
