In section 3.2 the note uses the fractional surface areas of 0.001 and 0.0001 for static and flowing tests. In section 3.3 the formulation summation is to 100.0%. Why doesn't the fourmulation summation have to be to 100.00% in order to be consistent with the 0.0001 fractional surface area contribution in the flowing test? What is the relationship between the fractional surface area and the MCLs for some of the analytes which can have MCLs in the ng/L concentration range?

Shouldn't the formulation summation be changed to 100.00%?
