It is unclear what the highlighted section means. Generally, there is no maximum flow ?rate? measured during a secondary treatment unit?s STD 40 test, but it is merely stipulated that doses be evenly spaced and not exceed 10 gal/dose.  What is the ?maximum flow rate? referenced in this section mean? Proposal I don't know what the section  means and hence can't make a suggestion for its modification.
