    operational cycles ballot (42i109r5) specifically called out chloramine sampling as one needing to have this 4 hour wait period, So I do not agree with the rationale provided.

    I do not mind 1 hour or 4 hour wait for sample collection as long as it is consistent for all POU flowrates in terms of having a fair standard. POU filters with <1gpm are routinely installed in high traffic areas like POU dispensers, water coolers, fridges etc in schools, airports, bus stations, hospital waiting rooms etc so I do not see why this subcategory be judge to an easier sampling technique than other POU filters.
