This ballot has possibly received the most comments of any in the past several years, which is good to see.
It has been established that chlorine is a simpler test to pass, since it is well understood that there is significant recovery over short periods of rest time. Data provided indicates some light to this occurring with chloramine as well, reflecting significant differences in results following a one hour v four hour test run. Possibly conducting further analysis on a few different systems / flow rates to develop further evidence of recovery on different flow rates. Through this, we can establish conservative test protocol that is not overly burdensome for POU devices.
I do agree with the comments pertaining to pass / fail on testing.
